A resident of Hillsborough County since 1990, Dr. Joseph has a Bachelor of Design Architecture from the University of Florida, a Master of Architecture with Distinction from Lawrence Technological University, and a Docotor of Philosophy with a concentration in Geography and Environmental Science and Policy from University of South Florida. Dr. Joseph has professional experience Teaching in the School of Natural Sciences and Mathematics, and as a Research Associate with the Water Institute during his tenure at the University of South Florida Tampa Campus.
Dr. Joseph has professional experience in architecture, planning, education, geographic information systems (GIS), geographic information science (GISc), environmental science and policy, big data, machine learning, coding, advanced computing technologies, research and development.
Dr. Joseph has served as a Hillsborough County Board of County Commissioners county-wide appointee to the Planning Commission board since 2015. During his time as a planning commissioner he has also served as budget committee chair, Transportation Planning Organization (TPO) representative, Member-at-Large, Vice-Chair, and has been continuously elected the Hillsborough County City-County Planning Commission Board Chair since the Fall of 2019.
